You have to speak with him three times, so probably yes. It happened with my first imported playthrough, too.

Favorite thing my Shepard did was head butting the Krogan. Also playing bad cop and threatining to rip off the insert rectal word here of the person being questioned.(Had a fightclub flashback)

Fighting the Human-Reaper with my Infiltrator, down to my LAST ROUND for my Widow, Cloak-Zoom into the HR's eye. Quote Treat Williams in Deep Rising(Great B movie) "What're you looking at?" And BAM! Last shot killed the sucker, right in the eye. If you've seen Deep Rising, you know the comparison.
