You likely downloaded the Mass Effect 2 version of the Blood Dragon Armor (if you downloaded it from the website), not the Dragon Age version. Dragon Age DLC downloads automatically once you log into the game with the same email address and password as you used for your account here. (That you redeemed the codes with.) Go to Downloadable Content from the Main game menu, and check out Download Progress and Installed Content. Content that is still downloading will show on Download Progress, content that has been downloaded and installed on the Installed Content tab.

As a first step, make sure you Dragon Age Origins Content Update service is running. Try manually starting it before you start the game.
1.) Press the windows key + R (or click Start and then RUN) and type in services.msc and press ENTER
2.) Locate the Dragon Age: Origins - Content Update in the list of services.
3.) Right click it and select START
There is no limit on how often you can download and install Shale and the Blood Dragon Armor, if you reinstall you can redownload them if you need too. (If you backup your My Documents\\Bioware\\Dragon Age folder you don't need to redownload them.)
Older Bioware games can't as yet be registered on this site. Only Dragon Age and Mass Effect 2.
