 I started a new character and made me self a noble Dwarf warrior.

When I get put in prison after killing my brother all my items are gone and also the Blood Dragon Armor and I have not yet got it back, is that how it should be?

Hope I can get it back.

Try saving (in a new slot in case this doesn't work), going to the DLC menu, deselect Blood Dragon Armor, reload save, save again, go to DLC menu again, reenable the armor, then reload save a third time.

Or, if you are planning on going Dwarf Noble just turn off all DLC until after the origin story part.
