So, basically if you start a new game importing a Mass Effect 1 savegame you gain a lot of usefull things like higher starting level, money, minerals and last but not least more Paragon/Renegade points from the beginning. Since i finished ME2 I've decided to start a new character importing the ME2 savegame. Now when I start the game i gain all the previous things (and same level character of the previous ME2 savegame) beside the Paragon/Renegade bonus wich is (in my opinion) the most usefull thing. It's a bug or a dev's decision?

Not a bug, definitely a developer's decision or omission.
I'd lean towards it being a dev's decision. What if you played paragon the whole way through, and then want to play as a renegade the next time? I mean, of course you could still do so even if you were granted a certain amount of paragon alignment to start, but what if you wanted one extreme to the other. In other words, what if you wanted no paragon alignment whatsoever?

That's true, an implemention of both way would have been great, I mean, importing savegame is really usefull but still miss some important things that have to be implemented sooner or later.
