But in all honesty, she doesn't count. It's a matter of bioligcal and specie differences. It becomes apparent when you think about why they resemble females, and whether or not you could have the same thing in an "all male" race.
She gives birth. Is referred to as female in the CODEX (which is CANON) is referred to as being similar to the female gender by everyone in the GAME and hell even herself says the suit a FEMALE role!

Yes, her biological behavior mimics females. There's a reason why that makes sense, and why you couldn't a male species like that. I'll get more into it a little later. I'm leaving work just now. Feel free to prod me about it to make sure I get to it.
IF she's not female One that means M!Shep isn't heterosexual anymore though? So he can have sex with a non gendered alien but not a human/alien male? Really? 
Well the first thing you need to do is establish what she is. She is an alien species without sex. They reproduce through asexual gene manipulation via interaction with other species. With this in context there are five types of sexualities that can be readily identified in the ME universe. Same species same sex. Same species opposite sex. Differing species "same" sex. Differing species "opposite" sex. And last, asexual of some kind.
The attraction between Shepard and Liara is entirely emotional, and reproductively serves only to benefit the A'sari species. It is a completely internal reproduction that Shepard only facilitates.
Justification for this comes in the mental analysis of the potential for a similar species that is all male. There are a number of problems with such a concept. First, such a species would need to somehow impregnate the females of the other species. For some species this simply will not work the same way as with other species. This means that our all-male species would have to hijack the reproductive system of the other species so as to input it's genetic material. This more of a parasitic type of relationship now. Then, on top of this, it would be very easy for the resulting pregnancy to be fatal to the mother. If such a species were to exist it would become the enemy of all other sentient species in short order.
But for the "female" A'sari it's much simpler. Make internal copies of genetic codes, reproduce asexually. Since it is fully internalized, they have the necessity of the female form and a birth canal.
On top of this there is suggestive material in ME2 that implies they only appear human through the use of psionics of some kind and that all species perceive them as being similar in appearance.
