0.3 second of faster cool down may seem like nothing, but there are times I charge with literally no health left. extra 0.3 second wait with destroyer will likely have killed me.

the ability to charge again and sooner makes champion better, its the best offensive and defensive skill you have. vanguards dont need power dmg, the only reason to get destroyer would be for the wep dmg, but that, imo, isnt as good a bonus as the cd reduction. this is in regards to insanity.

I switched over to Champion to try it out, and you guys are right, I could definitely notice the difference in cooldown times compared to Destroyer..
I also noticed that reave got a slight damage boost with Champion due to the extra duration.
All in all, I have to agree that Champion is likely the better bargain at the end of the day for Vanguard..

Giving the Destroyer 25% in health would balance it better out I think, or what? I thought that since Champion gets 30% more on conversation scores.

I couldn't disagree with this more.
Now granted, I've only done Insanity on an Adept, Sentinel, and on a run-through with a Soldier, so everybody relies on relatively fast-firing weapons, or no weapons at all, the slowest being my hand-cannon focused Sentinel, but it seems like even with an SMG, most enemies' armor is very thin and easy to break, and their health feels like a brick wall, I absolutely notice the small damage percentages, sometimes with single shots, but certainly in the number of shots before I have to pull back into cover.
My vanguard plays on Hardcore simply because I got insanity out of my system and it just doesn't seem fun anymore, but I'm a little itchy on which specialization to pick. I had some fun with cryo ammo, the Scimitar, and group charge for dealing with crowds of enemies on certain missions (Any time you fight blood pack, it seems like they swarm you) but now I'm looking into the Time Dilation, do you guys think the extended duration from Champion would be more or less noticable than the 15% damage, given that I'm playing on Hardcore and not Insanity?

I go for the Champion when I'm the vangaurd. I use Heavy Reave as my special power And as soon as an enemy is in the red they will die. I just like have the extended time and more health. Im not big on the damage I'd rather shoot someone a few more times and be able to withstand a few more shots then it be the opposite. Also I like being able to use my powers faster. I feel like if I am able to get out two powers it will do more damage then only getting out one.

If both gave equal negotiation bonus I might consider which one is better. They don't, so Champion it is. Oftentimes I'm smashing the charge button as soon as it's ready, so every little bit there helps. As for damage, I never noticed a difference with Destroyer. Charge + headshot + melee works the same with both Destroyer and Champion.

Eh I might be obsessive about the numbers not available to us but not so much with the ones that are available... Champion looks like the clear winner here but I picked Destroyer on my veteran run and out of habit or something I picked it again on insanity and it was just fine. If I ever try NG+ insanity, I'll try champion this time to see if I feel the difference.

The thing that made the decision like absolutely unquestionable for me was that the only damage power I tend to use with my vanguard is reave, and you get *more* damage on reave from +duration than +damage (i.e, reave does 100 dmg - with 50% biotic damage that's 150 damage, with 50% biotic damage and +15% biotic damage from destroyer it's 165 damage, but the duration acts as a multiplicatory effect and you end up getting 150 damage over the duration which is increased by 1.15x (172 total damage instead of 165) -- obviously reave does way more damage than this but those numbers just an example.).
Also, 0.3x sec off charge seems more likely to save your life than a little more damage, and ammo powers don't scale up with weapon damage modifiers so even if the power damage boost does boost weapon powers you don't gain a ton of damage, etc.
With all this stuff said, I don't think there is a large difference between them and you can get through NG+ insanity using either -- I mean, say you have to reload 20 times during the course of a game taking champion over destroyer might mean you reload once or twice less. It's not a big deal, but imo champion is objectively better when you're talking about making the perfect character.
