I just did this mission and I got to choose if I am going to save the residential area or the industrial area but I don't get renagade or paragon points for choosing one? Is this a gltich or did I just miss it?

It's not a glitch its just how it plays out. If you notice both options are in the middle which means they are both neutral choices so they don't get a paragon or renegade bonus

It's not a glitch, because there is no 'right/blatantly evil/blatantly good answer' for that mission.

In a related note, did anyone else see a certain green Batarian present during part of the mission?

Are you kidding? Saving the residential district where tons of families are chilling, or saving factories?
I don't remember the exact locations but when I was thinking about them one was CLEARLY paragon.
Anyway, of you get nothing from either choice, why even bother? Why don't you just stop both missiles and go home? Just a choice for the sake of choosing?

Mmm...yeah, destroying the facility would have made re-colonization impossible...because...uhm...the factories...and stuff like that, whereas destroying the colony and saving the facility made re-colonization...easier...

Assuming that saving the Industrial District maintained colony maintainability over a few thousand lives, I'd say you'd end up saving lives in the long run by saving the factories. Of course, maybe that doesn't make the most sense irl, but in the game it gives you the clear cut consequences of each decisions... which is nice
