Ok, so I am a level 30 NG+ Soldier, and I'm unsure which bonus power to choose.
I use Incendiary and Disruptor ammo fully leveled up, so I don't think I need Warp ammo.
An extra shield would always be useful, but I'm not sure which is better: Barrier, Fortification or Geth Shield?
Or is there another good skill that I am overlooking? What would you reccomend?

Why do you even need a bonus power. Soldier's have everything they need.

Neural Shock is always interesting. Short cooldown helps. People also seem to like dominate. If you want a challenge you also try shredder ammo as a main ammo type.

Slam is helpful when dealing with husks. Since any biotic power that takes them off the ground kills them. So you can give them a few bursts to take the armor off and then slam them to finish.
Although I would go with a shield power. It's really nice to have a hotkeyed "insta heal" spell. They have a long cool down but they do something no other skill can do: save your life when you are almost dead. Geth shield boost gives you 10% weapon damage, which is good.

Fortification. It's better than barrier. By the time it lapses, you're all healed up. Saved my life many times.

I like AP ammo. I have no idea why. I even used that on my sentinel.

Soldiers with warp ammo literally has an ammo for every situation. Disruptor for shields, incendiary for armor/krogan/vorcha, warp for barriers/armor.

Agree with VirtualAlex on getting Slam for your soldier. I've basically played most classes on insane AND a soldier class go through it quite easily. 2nd would be an Infiltrator...3rd Sentinel...4th Adept...5th Vanguard and lastly Engineer (I am an engineer myself in real life...lol. Still has not played this on "insane" difficulty). Vanguard is has cool powers but is a bit weak when it comes to Hardcore and up difficulty levels. I am talking about personal experience ofcourse.
For slow people like me who needs to slow things down
to get those precise headshots, AR (Adrenaline Rush) is your bread and butter. I would not want powers with loooong cooldown times. Slam is just 3 secs (I believe) and you just need 1 point to make useful even on Insanity settings.
A soldier class has all the tools it needs...spent 6 points each on incendiary and disruptor. 3 points on concussive round. A point on Cryo and Slam. The rest all maxed out.
I am currently playing a new Soldier class again. Setup is AP (Armor Piercing) and Disruptor. Incendiary and Cryo = 0 points. I like the Disruptor - AP combination better than the Disruptor - Incendiary. Against biotic barries concussive rounds 1st then switch to AP.
To deliver this ammo load to target's head using Adrenaline Rush, I find that the best weapons to use are the vindicator and the widow maker sniper rifle.

I go for Slam or Area reave usually. Quick cooldown super useful abilities.
If Barrier/Fort/Geth shield boost were a 3 or maybe 6 sec cooldown i would have chosen one of them, but a 12 sec cooldown is just way to high.

For my Insanity run (which I beat >
) I used Geth Shield Boost. Its fantastic to use when your in pinch. I'd recommend you use that.

Be aware that on NG + Insanity, in the first half of the game, your shields, boosted or otherwise, will last about 2 seconds, and the defense abilities have a realatively long cooldown, shutting you out of other powers.
You get the same protection, if not more, from Adrenaline Rush, with superior benefits, and it has a much shorter cooldown. There are better abilities to take that could be useful "all the time", and not just in a pinch. Soldier already has a panic button ability. Just my opinion.

I like Reave, so I can regenerate my health, since soldiers permanently seem to have their shields down.

inferno grenade, soldiers have enough amm0 powers and have only concussive shot as an area effect (if upgraded)
