i'm finished w/ archangel and the professor on omega but for some reason i can't get the Ish mission to become available. did i miss it somewhere down the line will certain actions preclude you from getting access to it? do i need to acquire anyone else to find this Ish guy and do his side mission? i hear he's supposed to be outside the main entrance to the afterlife club, but i've covered the entire map and can't find him. any help would be appreciated.

I think that mission only opens up after Horizon because it requires you to go to Illium.

This and I remember the questgiver more towards the quarantine/apartment area (memory is hazy though).
