The Couslands are second in
rank to the King/Queen, not necessarily next in order of succession. Assuming that Ferelden operates under a form of primogeniture, then the Couslands (or any other family wishing to suceed to the throne) would have demonstrate a blood link to a previous King/Queen of Ferelden. Arl Eamon certainly feels strongly about maintaining Calenhad's bloodline, though not all the nobles do (there's a throwaway line by a noble in the Denerim tavern that it would be better for the throne to pass to the MacTir line).
Given that Maric and his mother Moira were both only children (as far as we know) and the Orlesian occupation lasted 80 years or so, you'd probably have to go back several generations to find collateral descendents of royal Theirin blood and at such a remove there are probably several noble families (at least) that could claim such a kinship. I seem to recall Teagan saying that his family has 'some' royal blood (and I think he's going beyond his sister's marriage to Maric) but that it's a "shaky claim" to the throne, at best.
For that matter, it may be that Levi Dryden has one of the best claims to the throne if the direct (Maric/Cailan/Alistair) line dies out, given that his great-great-grandmother was once considered a possible successor before King Arland came to the throne and presumably descends from King Calenhad. Granted the Drydens were stripped of their lands and titles but their blood link to Calenhad is still there... Henry Tudor's claim to the throne was very distant and yet he not only took the throne, but ended in founding a dynasty that every subsequent English/British monarch is directly descended from...
