I've played a little with the ini files of ME2 and then i added new resolutions for the shadows.
EXAMPLE

The values are:
MinShadowResolution=64
MaxShadowResolution=4096
Just add those lines under [SystemSettings] of your GamerSettings.ini!

EDIT: My friend tried it 30 mins ago and he said the was a noticable drop in FPS in areas with many shadows, however he has a single core CPU and therefore not everyone may experience a FPS drop.

EDIT 2: If you still want better shadows but not a FPS drop try this setting instead of the above:
MinShadowResolution=64
MaxShadowResolution=1024

Looks good, I'll have to try it, as I find the current shadows slightly too dark and jaggedy (your example image shows that resolution is increased and that shadows appear a bit lighter)
