Neither.
When I was a kid, I used to watch italian shows on my TV, since we had
a powerful antenna and picked up a few italian channels. Naturally, no
subs, no dubs.
As a result, I could speak perfectly fluent italian when I was 5.
Chatted with italian tourists with no problems. My sisters alos picked up italian (but a tad less than me, since they watched less TV)
So no dubs I say. Let the children be exposed to foreign
languages - it's good for them. It develops their linguistic parts of
the brain.
I can easily pick up languages, and I fimly belive it's because I was exposed to foren languages early on.
Subs or dubs? Well, I like the Third Option.

That's well and good for children but what about us adults? I don't want to learn a new language every time a foreign film catches my eye. And I don't watch enough programs in other tongues to justify it either. >.<

That said, I think the OP's argument has some merit. When I was a kid I used to watch Hong Kong Cantonese shows everyday, but instead of fully listening to the conversations I defaulted to Malay subtitles since they were easier to follow. Nowadays, I can identify individual words and expressions (my favorite joke is that my first few Cantonese words were things like "dead body", "police station", "gun", "murder", "lawyer", "assault", "divorce", "Stop!", "Police! Run!" and various swear words because all we did was watch cops-and-robbers shows.
). Problem is, any sense of sentence structure is kaput because I never got around to figuring how the language worked fluently. I'd do it differently if I had the chance.

In Spain everything is dubbed, absoltutely everything. So now it´s kind of weird, to, for example, listen to John McLanne´s wisecracks (the SUV stuck in the ass is among my fave) in English.

with my experience, dubs also get it wrong, the original voices portray the characters better IMO as that is how they were intended
subs are best
japanese animes have introduced me the language, and i have watched enough to catch phrases and sentence structure (when they go really fast spurting out whole paragraphs i get completely lost still) i could probably follow the RAW if i wanted to although they are hard to find on old/popular animes that i watch as the subs are always given and hard to not use

I thought this thread was going to be about submarines and double agents... 
Anywho... I prefer subtitles over dubbing. Can't stand the out of sync mouth and voice thing. Not so bad on cartoons/anime but live action stuff... blech. I don't bother with the neither option, cause I get bored and don't put the effort into trying to understand what they are saying.

For a fair comparison: NWN2 was nice dubbed to Spanish but Dragon Age is so, so, so much better with the original voices. Same goes for Mass Effect.
In fact, part of the charm of those games are actual voices and those are lost in dub.

Even if i don't understand at first, i like to listen to other languages, you get acquainted to different ways of speaking and end up catching some words. Makes easier to learn later. I have pay tv here and couple years ago i bought a "Euro/Japan channels" package. Best acquisition ever! I watch NHK from Japan, Deustche welle from Germany, TV5 from France, TVE from Spain, RAI from Italy, and SIC from portugal. I'm loving it! ( i even watch the sumo championships on NHK, it's very good)

Personally, I prefer subs. I'm Dutch, so I'd prefer Dutch subtitles, (but if that isn't possible then at least English subtitles) since I think it's more important to be able to properly follow what is going on during the movie/programme/show/whatever than just looking at the pictures trying to figure out what the hell is going on. I value the story above all. Besides, if the subs are well-made, you can also pick up a lot of English expressions that you were not yet familiar with. I generally don't like dubs. Sometimes the voices are sooo freaking different and they totally don't suit a particular character... Which is just sad.

Well hard decision. I personally love to watch foreign TV without either subs or dubs, but mostly the dubs are of a better sound quality (since they were recorded in a studio rather thanon scene with one of those fluffy overhead mics). Sadly that's the case for most of the tv series, movies meant for cinema are usually redubbed though.
