Hello,
I'm currently trying to play at Mass Effect 1 once again, so I can have a new character to import on ME2, but the game suffers huge stuttering that prevents me to play (doing a 360 with the view, using the mouse, takes at least 5 seconds)...
I have the latest updates, I've tried starting the game as an administrator (I'm runing on Windows 7 64bits), starting it with the Windows XP SP3 compatibility, I've launched it directly from the masseffect.exe (as an admin or not), I've removed the motion blur, enabled the Vsynch and the windowed mode.
Finally, I made a fresh install and tried everything all over again, but nothing seems to work.
Here's my config :
Core2Duo 8500
ATI Radeon 4800
4Gb DDR2
All my drivers are up to date.
If someone has any solution to give me, I'll be very gratefull.

Do you own the Steam version? If yes, disable the Steam Overlay.

All I can offer is that ME1 is badly optimized for the PC. I have a similar configuration to yours and while ME2 plays beautifully, ME1 was laggy and slow. I did notice improvements however when I run it under vista sp3 compatibility, and removing the following: motion blur, vsync and film grain.

Try setting the MaxAnisotropy to 0 its default is 4, I donno why but this really hits any PC hard if its used it just does >.<, also try adding Trilinear=True both these can be changed in BIOEngine.ini under [SystemSettings], I'll be tweaking around with ini settings from ME2 in ME1 maby I can better optimize ME1 that way as they use hypothetically the same engine (ME2 was optimized differently) so were see xD.
