Same reason there wasn't a scene like this in ME, despite how awesome it would be:

Shepard: This isn't about revenge. It's about the future of the galaxy!
Tali: Shepard blow up the damn ship!
Shepard: NO!! NOOOOOOO!!!

Same reason engineer Donelly never says anything about the shields not being strong enough.

A mission where your squad fights on the hull of the Normandy would be pretty bad ass. Although, even the SR2 might be a tad bit too small for that though. And there wouldn't be any cover
