I hope I can word this so it makes sense. There are two ways to get upgrades, buying them from vendors and finding them during quests. Here is my question: Are the upgrades in set locations? Is it possible to find an upgrade during a quest that is also available from a vendor? I'm curious as to just how much money I need to spend on upgrades and if I can find the same upgrade from a quest instead of buying it then that's great. Hope someone can answer this. Thanks.

as far as I'm aware they are in set locations, i.e. there will always be an AR upgrade in Morinth's apartment.

Upgrades are all in set locations. Those you buy from vendors are not the same ones. In order to fully upgrade stuff you need to find upgrades in the field and buy some from vendors in Omega, Illium, Citadel, and Tuchanka.
