Captain Gavorn.
You don't have the opportunity to talk to him at first, then you talk to the Vorcha in the alley and he tells you to tell cpt. Gavorn he hasn't killed anyone today. Then you have the option of talking to Gavorn. But Gavorn practically tells you nothing, when you return to the vorcha, you only have the option of saying you still have no idea who gavorn is...
did i miss something?
The Mad Prophet.
What's the deal with this batarian? He just screams and rants every time you pass him, he has so much dialogue, but yet he seems to have nothing to do with anything...

The Vorcha are paranoid because they're likely responsible for the spread of the plague and they think Gavorn and others may be on to them.

Right, but why be given the option of takling to either if they're nothing...
Maybe they were part of side/sub quests BW had to take out of the game due to space issues?

I wouldn't be surprised if Kasumi had something to do with them. then again, I wouldn't be surprised if she doesn't.
The Mad Prophet I can 'place' - though I wish I had the option to 'better his ways' either through force or persuasion.

and yet, in this game 98% of them either sell you something or offer you a (petty) sidequest...
almost every character in this game is just for show unless they're directly involved in a quest in some way...
