Ok I just got finished with Tali racial quest.

In it I found the swarming husks to be a huge pain, not to say the Hunters were issues.
The way  I beat it was running around and because of the games pathing it worked out.
I shouldn't have to play this way because of a game GLICH yet I see no other way to have beaten this part.

It appears that this is a built in issue with all the Geth encounters. I found this  when fighting towards getting  the rifle quest.
Swarms of geth yet the Scions could get stuck on an edge and frozen in place making for easy pickings.

So since this can be done. is this a game mechanic or a Glich or stratagy?

Part 2: How can I beat swarms as an engineer as I have no real control other then the drone distract of 1 mob.

Do I just take 2 other characters and play off them more then my engineer?
I find this very difficult on insanity and of course it should be...but...

WAIT a second. Really, a second.

1) I believe you meant Tali's LOYALTY quest, right? Then it's a wrong forum.

2) I think you're talking about ME2 (Scions, Engineer's drone, in ME1 you acquire Tali without fighting Geth) but I can see you mentioning that there are Geth AND husks in one encounter, can't remember that in Tali's loyalty quest or anywhere else in the game.

Now, let's take on your issues.

I do know that pain, I was an Adept on my Insanity playthrough though so I could CC them with well placed Singularity (Singularity strips enemies off their Armors and Shields, lolwut?) and they were stuck there waiting for their own annihilation.

Now, there are several quests where husks are - Horizon, Collector Cruiser, Derelict Reaper and Collector Base plus some random side quests. You mention Geth too, well, I really can't think of husks geth combo in ME2 (maybe it's my sucky memory) but still, I admit Geth Hunters are an issue.

So let's see.

You're an Engineer. You have Cryoblast, Incinerate, Overload, Submachine Gun, Pistol.

Swarming would be easy to beat like that I believe.

Do you have ANY character who can CC the husks once they have no armor?

Cause my idea would be Incinerate them when they're running towards you, use some AoE CC like Area Pull or Area Throw (or whatever it's called, Thane has it I believe) and the husks should be dead. It doesn't work always so you might prefer picking a character with Armor destroying capabilities like Mordin Solus. He can Incinerate the armor of Husks and you can Cryoblast them. They die instantly upon freezing. Or reverse, you Incinerate, Mordin Cryoblasts.

Geth Hunters are a completely different issue. My tactic is usually burning them down as fast as I can with everyone I have so they don't get to me and use their shotguns. I haven't encountered any Geth Hunters pack in my playthrough and my tactics went pretty well with Infiltrator, Adept and Soldier. Strip the Hunter of its defense - Overload from you, possibly from other party members and focus fire on it.

About the glitch\\bug, I believe it is game mechanics exploitation. I haven't found myself in this kind of situation but I have never seen a Scion get stuck, they always marched at me till they were dead.

Insanity isn't really hard when attempting it after beating the game already, but huh, that's opinions for ya (no, I didn't mean to offend you or your playing on a side note, I understand that some people might find the game harder or easier than me). And yes, you should use your squadmates as often as you can, especially as an Engineer (Sentinels, Adepts and Vanguards like doing that too I believe, haven't felt the need to use my squadmates as a Soldier and Infiltrator).

Hope I helped.
