For the DLC not showing up you have to install the patch first.

* It may take a little bit for the game to download the offer, so sometimes just leaving the game open long enough works.
* Make sure the Dragon Age: Origins - Content Update service, also known as DAUpdaterSvc, is running. You may want to stop and then start it again. (And some people have reported trying to stop it while the game was running is what triggered it, even though Windows will complain if you try and do this)
* Make sure AutoDownloadOffers is set to 1 in the DragonAge.ini file.
* Clear the Download Cache in the Configuration Utility. (From the game launcher, select Configure, then go to Repair, and then click on Clear Download Cache
* Delete the My Documents\\Bioware\\Dragon Age\\Settings\\Manifest.xml file.
If all else fails you can try manually downloading and installing the offer. http://na.llnet.biow...OCP_1_1.1.dazip

Update: After checking out all those tips it was #2 that caused it to appear, instantly. Stop the service while game was running, windows restarted it automatically, and low and behold, the DLC appears.

See the sticky related to the server outage that originally caused the problem. Try what Victor suggests (deleting the offers.xml file), and if it still doesn't work, post in that thread, because Bioware is likely still watching it. (Or will when they get back in the office after the weekend.)

Thank you for this post, it solved my problem with downloading purchased and installed DLC on another computer. Amazing how badly this system works for the second time I install, even though initially I had no trouble at all. Thanks again!
