Subjectively speaking, what team member in ME2 could be presumed as the most evil character. I would like to say Morinth, but obtaining her is just ridiculous altogether in my opinion. Therefore, I am probably am going to have to go with Jack. She may have been tortured and treated like trash but overall she seems to enjoy killing and ruining other people's lives a little too much.

Jack.
Seriously, she's got a criminal history to back it up.

Does Renegade Shep count?

Morinth is only evil in that space vampire sort of way. But yeah.. she is weird. Hard to say, all the characters have redeemable qualities, even Jack.
Edit - But if you had too, Jack. Just because all the other characters (even Miranda) have strong good traits in them. Well you got Grunt, but he is as Krogan, a Krogan can be. So who is more evil, Jack or Krogans. I have to say Jack. Just don't think Jack falls into the traditional immoral character role though.

Shepard surpasses all of them. Even a Paragon Shepard has far more kills and has been asked to do, and is known by, far more people, so the odds of him being considered evil by those he has killed, wronged, and snubbed would exceed the rest combined. Zaeed is close, simply for carrying a 20 year grudge so deep that he didn't even blink twice to condemn a factory full of innocents to death just to see it through. Ask A (well informed) Krogan and that answer might be Mordin. I mean, the poor saps were overcoming the genophage and this guy goes and REINVENTS it and hits them with it again... then wrestles with the ethics of that decision from that moment on... An arguement can be made for any of the main characters, but IMO, none of them are a match for the Illusive man. He may not have actually performed many of the horrid things cerberus has been attributed to have done, but to imply he wasn't aware of every single member of what is estimated by EDI to be a 150 member organization that HE funds is simply absurd.
He knows. And He approves.

But... But... He sends the Biotic God to his death!!!
Jack then. Though she strikes me as being... crazier than evil, really.

If you count Morinth, I think she wins easily.
Otherwise...Jack? Yeah, she's messed up and has a sad upbringing, but she's still a criminal who seems to enjoy killing.

Morinth by far, followed by Jack then Zaeed, after that probably Miranda and Grunt.
Still I'd say everyone but Morinth has some redeemable qualities, Jack is more crazy than 'evil', Zaeed's mostly fueled by revenge, Miranda is just fooling herself into thinking her organization is pure good, and Grunt is still figuring out what it means to be Krogan.

Other than Morinth...
Zaeed because, unlike Jack, he doesn't act tough to hide his inner scared little girl; that's just how he is. I'd only call him "the most evil" because everyone else is a good guy. Kind of disappointing, really. Mass Effect 2 could use some shades of grey IMO.

Definately Morinth. Jack is much more a product of her terrifying childhood and conditioning rather than her own free will. Morinth on the other hand, kills because she simply revels in it.
