Why would anyone find Grunt evil? Shepard is his Battlemaster. Shepard gives him purpose. He is a soldier. He kills only who his CO tells him to. Shepard can account for every single moment of Grunt's young life, it's not as if he went on a killing spree at some point. He does enjoy fighting and killing, but it isn't indiscriminate.

Morinth, but that's obvious. Other than that, I'd go with Jack, but even then there's a large divide to Morinth.

Without going with the obvious answer of Morinth, I would have to go with the one who is essentially, IMO at least, a war criminal. Mordin. Just because he feels bad about what he did doesn't make it any less wrong. Though, he is by far my favorite character of the new crew.

I should have excluded Morinth because she is obvious.

Mordin's only crime is being a realist, the Krogan are too damn stupid to function effectively as a space-faring species, Mordin simply did what was needed to keep them alive.
If they cured the genophage and started pulling off another Krogan rebellion, the Council's response would be unilateral.

On the evil scale..

1) Morinth
2) Samara
3) Zaeed

How about Thane? He justifies his serial killing by hiding behind religious dogma and claiming he is not in control of his body. Total crock and puts him at the top of the list too.

Thane is somewhat mitigated by the fact that he was conditioned to do this since he was 6 years old.
It does make the Hanar look like gigantic douchebags though.

Well Jack kind of has that excuse too.  She was abused and conditioned for it at childhood also.  So we are back to Morinth I guess.

Aside from the most obvious Morinth, I'd have to say Zaeed. He's just a merc, will kill anyone for money. He edges out Thane because Thane goes out of his way to limit collateral damage; Zaeed relishes it.

Evil is evil regardless of  someone's tragic backstory especially considering that they have a choice- They are not robots

Not really. He's on a quest for revenge, but he won't do anything. Taking him along on missions can prove insightful. His contextual dialogue is more varied, unique, and personal than that of any other character.

Hands down it's Jack, and I love her as a character for it. Though, I go out of my way to avoid romancing her.

Morinth is probably more evil, but she's a minor charcter so she doesn't get the opportunity to display as much evil as Jack.

Assassins aren't inherently evil. They don't murder for self-gratification or because the voices in their heads tell them to. Someone like Thane seems to stick to people that need-a-killin anyway, I wanted Dantius to drop dead since ME1.

Jack is psychotic but doesn't appear to harm people who don't intend her harm first.

Morinth on the other hand is a rapist and murderer, Samara is a murderer who justifies her attacks with a self-imposed and highly hypocritical code (re: attacking Nihlus with no context for what he was doing) and Zaeed is just an evil idiot.

Morinth, easily.

Jack didn't choose to be who she was -- she is exactly what you would expect a person to be after "raising" her like that, and she even seems to want to become normal.

Morinth on the other hand... I don't buy all that "she is a product of her genetics" junk. So were her sisters, but they faced up to the fact that it was impossible for them to lead a normal life no matter how much they would have wanted to. Morinth actively chose, and continued to choose, a path that brought her happiness and fulfillment at the cost of other people's lives. This is as selfish, sociopathic, and downright evil as you can be. She doesn't have an empathetic bone in her body -- she lives for herself and no one else.
