It is telling me to try again later when I try to buy ostagar. Also it is redownloading dao_prc_opromo_me again. I think it downloaded it earlier today. Return to Ostagar already shows up as downloadable content available.
dao_prc_opromo_me won't download I think it downloaded once already, can't buy ostagar

promo_me is Blood Dragon Armor. An 'O' on the front usually means offer, but the armor didn't used to have an offer component. The offer is the part of the quest DLCs where the questgivers (Felix, Levi, and Elric) live.

Thanks for the info. I already have drc_prc-promo_me (Dragon Blood Armor). I wondered what the "O" was. Thank you for the clarification.
I am running windows 7 64 bit.

I actually just started to get this 'offer' today when I booted up Dragon Age. It has to be a mistake on Bioware's side of things.

Something is definitely wonky with the servers if this kind of thing is happening to people.

drc_prc-promo_me finished, or stopped trying to download. But I still cannot buy RTO says try again later. Will a Bioware rep please answer this thread?

To me it simply "worked" after I restarted my PC. Download was slow as hell though.

I'm having the same problem with the "DAO_PRC_OPROMO_ME" file.
Every time I clear the cache it comes back - and the Ostagar content won't download.
It's good to know other people are having the same issue.

Mentioned in other thread about DLC issues, but in case it's missed. You could try deleting offers.xml to stop that weird download from stopping the real stuff. Reboot and try. If it comes back then try this:-
Delete the Offers.xml, Manifest.xml, and Addins.xml. Then go into the config launcher and run the repair to clear download cache. If you already had some installed DLC, this will remove it which means you have to download it again.
Hope this helps others.

If you don't want the game to download "offers", you can set AutoDownloadOffers to 0 in the My Documents\\\\Bioware\\\\Dragon Age\\\\Settings\\\\DragonAge.ini file. However when a new DLC is released, based on RtO, it won't show up as available for purchase until the offer downloads. (That tripped a few people up when RtO was released.) You either have to set it back, or manually download it, when you want to buy a new piece of DLC.

Yeah this showed up to me 2day and here's the things I did that it worked with me:
- Deleted offers.xml file in My Documents\\Bioware\\Dragon Age\\Settings directory.
- Cleared Download Cache from DAO Configuration Utility.
- Used Disk Cleanup from windows to delete temporary files.
- Restart windows.
and there you go..

It is the blood_dragon_armor_module.dds located in
\\BioWare\\Dragon Age\\AddIns\\dao_prc_promo_me\\
I got the same problem. So I'm trying what Elknight says
