I would want to keep Legion, Tali, Garrus, Miranda, Liara, Wrex, and Jacob, plus 6 new characters.

No. If they're dead in your ME2 save, they stay dead and no one gets replaced. There should be a price to pay for killing off the irritating bunch of losers you get saddled with in the game. I'm quite willing to try and save the galaxy with just Liara and Zaeed if necessary.

I'm talking about those being the ones that can stay with you if they survive. If OTHERS survive the suicide mission, they're cameos.

I Think, in ME 3, there should be a 'default' profile for new players, but after finishing the game once you should get a 'history editor'. It'd be too much of a **** to play through ME1 and ME 2 again and again to get all the combinations.

While I'd love for Bioware to account for all the different possibilities of the suicide mission, and make it a significant part of ME3, it would just cost too many zots and limit the development of whatever characters do make it in. I would rather they simplified and reduced the number of party members so we got quality over quantity. I enjoyed the diverse cast, but I believe ME3 will ultimately be better if it has fewer characters with better interactions.
I think Bioware should assume that Garrus, Tali, Miranda and Jacob survived, as did the Normandy's crew. I think this is a logical minimum for canon, and facilitates some likely developments in ME3. I also think it'd be logical for Mordin, Thane, Zaeed, Samara/Morinth, and Legion to part ways with Shepard if they survived.
Mordin is very old for a salarian and guilt-ridden over the genophage, Thane is dying and concerned for his son, Zaeed is a just a merc, Samara and Morinth are loners by nature and Legion may need to report back to the geth. I'm less sure about Jack and Grunt-- both enjoy the constant combat Shepard delivers and don't have anywhere else to go really. So I'm ambivalent about them-- I like the characters, but acknowledge they aren't necessary.
My theory is that ME3 will involve building a galactic alliance, and that with every surviving character you import, that gets easier. My theory, or hope, is that without an excellent playthrough in ME2, you won't see a very happy ending. This would reward characters for spending so much time on characters that they lose for the sake of narrative/budget constraints.

My theory for the main thing in ME3 will be going to every species' homeworld and convincing them to join an alliance of species to fight against the reaper threat, maybe getting squad mates from each to help you on your way.
But I do agree, one of each species on your squad, quality over quantity.

What's more likely is we'll get 1 or 2 of the squaddies from ME2, along with some rushed cameo scenes, and a whole new roster of characters we're supposed to care about.
