What could happen is that Bioware writes in the dialogue for ME 3 that turns characters bisexual. What I have seen recently are people who want Bioware to add in sort of a highly customized experience to change the characters to their liking. That is not going to happen. Could it? No it really couldn't. Only if done by Mods, it would complicate the game far too much.
Bioware are changing their characters and giving us new ways of customising them all the time. A lot changed between ME and ME2. It's not realy up to us to say what is possible or not. Their game and their choice. They won't try to make us all happy but as many of us as possible.
What we can do is to speculate about changes and additions to improve the game. We can give BW a idea of what the players want. We are not building a consensus about what can or will be changed, no one knows that, not even Bioware.

But a DLC or introduction of homosexual elements in established characters for ME3 wouldn't be so much a change as an elaboration.
True, certain characters have only been available for Shepards of a certain sex. That doesn't mean those relationships are ineligible to be explored further; either in downloadable content or in the future installation.

No character that you can romance has *ever* stated "I am only into X".
No one in the game, aside from Kelly and Liara, have set sexualities.

The toggle is only a compromise. All characters should be bisexual, but since *some* people hate gays and think they ruin their games there should be a toggle so these people shut up.

This was meant for all of the people saying how if same sex romances are put in, it will drastically change characters, since "They all have preset sexualities and are hetereosexual!".

Or perhaps Shepard discovers a side of the person he and we didn't know about before, just like the real people we meet everyday. The writers add something to the character that wasn't there before, it has been done before. Major change in how we see the character yes, but still the same person, just with a little more options. Stranger things have happened in science fiction stories, especialy those that are developed over a long time with authours interested in fan feedback. The story about Shepard and the people he meets is not set in stone, especialy as the last chapter isn't even written yet. I've read some comments and all I can say is I really hope they don't make every character bi.. that would be completely stupid and would send the wrong message. People are born gay/straight/bi and I know this is just a game but I'd really hate for them to make it seem like it's something you can change, obviously it's not.
I like how Dragon Age had a variety. Some people (or characters) just aren't interested in gay relationships. I want same sex relationships but I really hope they don't mess it up..

I can't believe all of the 'much ado about nothing' in this thread, where suggestions are being shot down as if BioWare is actually considering any of them. In all likelihood, BioWare is not going to change anything, after all, why should they?

Of course they can.
Sexuality develops during your life. If it was unchangeable children would be attracted to the same kind of people as they are as adults from birth on. This is not the case, so obviously sexuality can change.
