What am I doing wrong? I charged it, fired it, nuked the entrance to the Blue Suns base, but now I cant use it anymore. It wont charge or fire anymore. WTF?

Heh, the Cain is pretty much a 1 shot weapon until you find some more heavy Ammo ( You CAN get enough upgrades to push it to 2 shots but that takes some work) Short answer, if it's not 100%, you can't shoot it.

Its possible to get two shots but it involves literally ever upgrade (including Zaeed's loyalty paragon path) and the ammo pack leg option. That gives exactly 100% more HW ammo which brings it up to exactly 200% on the Cain.

Yup, gotta pay attention to how much ammo a weapon uses per shot. The Cain uses 100, so if you have less than 100, you can't fire it.
