I like doing the first part of the Brecilian first because the place grants a lot of XP and some really useful items (Varathorn's gear, The Dusk Ring which helps you open locks/disable traps, a nice staff from the Elder Tree, Dream Sever from the Hermit, etc.). As long as you stay away from the Revenants and don't go into the ruin yet, just about everything you fight will be at your own level and will grant nice XP.

After that I usually get Shale or do the magi quest. The magi quest has several enemies that won't scale down to your level, so you'll have to fight them all blood, sweat and tears style.

I always do the circle first to get

a) Wynne
B) Fade Stat bonuses
c) More money in the long run.

"More money" you ask? Yes, more money. Out of al the treaties, the circle has by far the least loot since you spend half of your time in the fade where no loot drops at all and the tower itself isn't that big. Especially scaled loot (all kinds of mundane armors/weapons) is next to non-existent in the tower. So I'll go there first, grab a few levels and go to the scaled-loot-rich areas like Redcliff and Orzammar with a higher level resulting in higher tier drops that can be sold for more money.
I don't feel tempted to save the Redcliff militia if every single one of them drops a complete set of tier 5 armor.

Orzammar is tough to do early on. Its' a shame because Oghren has some interesting interactions with characters in other places - for instance the Guardian in the Urn quest, Zathrian, the blacksmith Owen. His fade sequence is quite revealing too.

I usually do the Circle first and Redcliffe second, then mix it up with the Brecilian Forest, Urn quest and Orzammar. I quite like doing Orzammar early to get it out of the way as it's my least favourite part of the game, plus it gets you Oghren earlier (it's easier to spec him the way you want him).
