Unfontunately it's a sucky answer. Just did a live chat with a EA CS.

"Andy: I would like to inform you that unfortunately the server of bioware is down, so please try to download after 24-48 hrs."

Thanks for that info....at least we know now, though I agree...the answer sucks.
