Since it's actually downloading...I'll leave it alone and see what happens.
But there is no description on the file - so I'm not sure what it is.
BTW - Return to Ostagar is still absent from the download list.

Did you have to restart anything like the computer or the update service as well? I did the deletion and it still comes back.
I restarted my computer just to be safe.

o.k. - this is weird. I'm NOT logged in - and this file DAO_PRC_OCP_1 is downloading.

DAO_PRC_OCP_1 is the "Offer" part of Return to Ostagar. Its what you need for Return to Ostagar to show up as available in game. When you deleted the offers.xml file it cleared out the record of what offers had already been downloaded, so it has to redownload them again.

Ah! Thanks!
That makes sense!
When my computer starts randomly downloading files I get a little concerned

I went into the settings area they say and deleted the offers.xml. But I also deleted the Manifest.xml, and the addins.xml. Then I went into the config launcher and ran the repair to clear download cache. Went back into game, and all working perfect. Be warned, if you already had some installed DLC, this will remove it which means you have to download it again.
Hope this helps others.

Yes...fixed it and all DLC is there ready and working. There is another file that requires deletion as well which Bioware is not mentioning. When I opened it to view the contents it showed duplicates of Blood Armor but with different codes
That's good to know! My internet connection is slow - so the DAO_PRC_OCP_1 file hasn't finished downloading yet.
I'll drop a celebration note if it works for me too...but it sounds like the crisis might be over

My fix is only for the people that have DAO_PRC_OPROMO_ME trying to download, thus stoppping all other DLC from downloading. It looks like the DAO_PRC_OPROMO_ME is in an infinite loop if you don't remove all xml files. Since that filename is listed in all xml's, not just offer.xml.Crashcart wrote...
Well, I'm glad it worked for some of you. As for me, trying to be patient but I really just want to get my game registered and hopefully redeem my dlc.

Hmm, I must've been unlucky then. I tried that and it didn't work. I had to remove all the xml files in that directory for success.sonofajoiner wrote...
Deleted offers xml, rebooted, restarted game and weird DRC dl is gone and Wardens Keep is finally on the move. Thanks for fixing this!

Yay! DLC is working again!
I didn't know about the addins.xml file.
Here's what worked for me:
Deleted the offers.xml and Manifest.xml. I used the repair function to clear the download tab.
Then, I restared my computer.
When I restarted DAO_PRC_OCP_1 started downloading.
Afterwards, Return to Ostagar showed up - and it let me purchase and begin download.

Honestly, I just want my money back after all this. Can someone direct me to a direct contact at EA? (Not a runaround email that doesn't get back to me until a month later) that I may contact to get refunded for my unused purchases?
Calling EA and complaining won't help anything.
Nothing in life runs perfect all the time - that includes computer games. If you are going to return everything in life that causes you delays then you better ask for a "blanket" refund on "life" while you're at it.
Besides, forums are a great team resource for any technical error. We can all share what we know to help BioWare fix the problem faster.

Here's a clue Bioware. I buy games to be entertained and not frustration. Forgive me for being so arbitrary, but when I pay for an item and it is broken by the developer, and then said developer decides to place something on my computer without any explanation, I feel that that game developer is irresponsible and untrustworthy.

If you are still having a problem purchasing or downloading DLC, this this: Open up the folder My Documents\\\\bioware\\\\Dragon Age\\\\Settings and delete the offers.xml file.
If you have downloads that are stuck, run the configuration utility found in the Dragon Age launcher and click the "Repair" button on the left. Next, click the "Clear download cache" button.
Although my issue is that my RtO (Purchased Jan. 29th) has suddenly started showing that it is unauthorized, I decided to try this "fix." However after deleting the offers.xml and starting the game again, I am now showing that RtO was available for download along with two other DLC that I previously purchased or downloaded as free DLC's etc. None of them are actually downloading and are sticking at 0%. This fiasco is extremely frustrating since it doesn't seem to be a high priority to Bioware to resolve the issue, it's now Friday and I can't play any of my saved games since you can't force it to load w/o RtO.

Either you are in the employ of a software company, or you are grossly misinformed.
The reason why I am here tonight making this statement is because of EA, although I do not hold them responsible for this scenario.
When The Sims 3 World Adventures went live, it glitched and destroyed a game I had been into for 6 months. I was absolutely seething. I called EA GAMES and informed them what had happened to my game and they were quite sympathetic. Even though they could not reverse the damage done by the failure of the software, they were kind enough to give me a $20 coupon to buy whatever I wanted at the EAStore. A week or so later when I calmed down, I saw that DAO was on sale, and I used that coupon to purchase it for $14.
That was in November, and now we are coming up on March. Same thing. Been into this game since late November. This morning the game deauthorizes the new content I purchased three nights ago, thus restricting me from playing a game.
Now you may rationalize this and give your self-righteous pontification as you see fit. Just don't ask me to swallow it because I am irritated at Bioware for allowing this to happen, and I am also irate because they took things off my system, and put stuff on there without my consent.
My solution will be nuclear. I will be calling EA. I will not ask them for a refund or compensation for DAO. I just want it removed from my computer and my EA Account, because I now consider it cancerous in nature. And I will get my money back, because I will dispute the charge for Return To Ostagar and the other points I purchased, because I never played the content, and once it was deauthorized I considered that to be a breach of the purchase agreement between me and Bioware.
So there you have it.

The major problem I have with this issue is that this isn't an online/mmo type game. Since I purchased and installed the game and all the DLC content (both the free stuff and the stuff I have purchased), I should be able to load the game and play any of it at will whenever I wish, barring problems with my own computer. Since this isn't an online/mmo type game, EA/Bioware shouldn't be able to do anything to files resident on my computer to prevent me from playing legitimately purchased content, ever, at any time. Game developers are becoming increasingly too invasive with their software. In this case, since I did nothing, at all, to cause Return to Ostagar to become "unauthorized" I am fully justified in being extremely angry at EA/Bioware for causing the issue. It's pretty much the same thing as one of their employees walking into my house and deleting random files on my computer that prevents me from freely using legitimately purchased software.
I am henceforth playing the game logged out of their servers, removing the opportunity for them to screw up my game again. However, I am certain that I will have to logg back in periodically for their servers to "validate" my content. At least since I will no longer automatically log in, it minimizes the opportunity for them to screw things up on my computer again. My time is just as valuable as theirs, and they have prevented me from playing this game for a day and a half, as well as performing a number of "fixes" to try to restore function of the game. None of which should have been necessary at all. None of our complaining will make any difference at all. Were this situation make it to the media, it may make a difference. I am unsure how my DLC was "unauthorized" however it smacks of the type of thing they makers of Assassin's Creed II is doing to prevent piracy by requiring players to be logged in to play the game at all. It's invasive and unacceptable.

I deleted the offers.xml file the first post told me too, and now I have nothing listed in available, downloading, or installed content. I run the DAUpdater thing, which doesn't seem to do anything.
If I look at the log it stops at "Recieved Manifest Ready Message from DAUpdaterSvc"
What do I have to do? I even reinstalled the game and I still have nothing in the content tabs.

Check out the Redeemed DLC Troubleshooting FAQ and see if you can find an answer in there. If all else fails there are links and instructions in there for manually downloading the DLC.
