Try this:
Move the Offers.xml file out of your documents directory.
Clear the cache.
Restart the game and log in, go into the game itself.
Then:
Close the game down, log out.
Move the offers.xml file back into the documents folder, then restart the game as before...
...does that help...?

Now Return to Ostagar isn't showing up in the download window it shows in the available content, and my already installed RtO still shows as invalid.

I had a very unproductive experience chatting with a customer support representative as well. A server issue shouldn't invalidate previously purchased and installed content. I am not just now trying to purchase and download this DLC, I've owned it and had it installed for nearly a month already.

I have, quite literally, the exact same problem. I bought RtO and then, without playing it in-game, finished the game on one character. Then when I went to play it on a new character, the in-game dialogue informed me that I had to buy it again. A little mis-chuffed, I did. Now the first copy of RtO shows as invalid, even if I load my old character and try to play. And the new copy of RtO is on 0% downloading, having been like that for a week. Plus theres something called "DAO_PRC_OPROMO_ME" at 0%.

I've tried the first posts suggested fixes, neither work.

I did both steps outlined above. There is still a download stuck at 0% called DAO_PRC_OPROMO_ME. Not only that, but under the Premium Content header in my quest log, there two lines where there should be the names of the quests associated with the Stone Prisoner and the Return to Ostagar are now blank, and all the map locations associated with those two DLCs are missing. When I looked at my Installed Content tab in the Downloadable Content option, the Stone Prisoner is still there and listed as installed.

does any body hav any ideas on this i hav brought DA dulex ed off steam and had downloaded all the content 4 it but hav resentally upgraded my computer to windows 7 and since then i no longer hav the DLC and can not even download it any more and can not use my cd key to get that DLC because i already used it and i hav no idea how to get my DLC bac can any body shed any light on this ?

Make sure your Dragon Age Origins Content Update Service is running.  Manually start it before you start the game and see if it helps.

1.) Press the windows key + R (or click Start and then RUN) and type in services.msc and press ENTER
2.) Locate the Dragon Age: Origins - Content Update in the list of services.
3.) Right click it and select START

If that doesn't help see the Redeemed DLC Troubleshooting FAQ for more troubleshooting tips.

I downloaded the DLC for the digital deluxe edition for steam. I'm really confused. I've played the game through once and on my second. Now when I load it up today, it says DLC "not authorized". What's that supposed to mean and what am I supposed to do now? This is the kinda crap that makes honest people who buy games have undue and unnecessary stress!!! I JUST WANNA PLAY THE GAME!!!

Hooray.
I think to myself - I'll continue playing Dragon Age. I log in. All the DLC is now apparently unauthorised and blocking me from continuing playing.

If all your DLC is showing up as unauthorized, check that your Dragon Age Origins Content Updater service is running.  Exit the game, manually start/restart the service, and then restart the game and see if that fixes your problem.  To start it:

1.) Press the windows key + R (or click Start and then RUN) and type in services.msc and press ENTER
2.) Locate the Dragon Age: Origins - Content Update in the list of services.
3.) Right click it and select START (or RESTART)

Thank you so much.    Been hunting the web for hours trying to figure out this issue and finally this solution worked.  What a pain in the *bleep*.

For those running Win 7, in place of step 1, you can go to your start menu > accessories > command prompt to get the same function as the RUN command.  Follow the original steps from there.

On Windows 7 you can just type services into the search box at the bottom of the Start Menu.

Hello all,

We are aware of issues that customers are currently having downloading and registering Origins and DLC. The team is currently investigating this issue and we hope to have it resolved as soon as possible.

Thank you for your patience. We'll keep you updated with status!

UPDATE: The root cause behind this issue has been identified and resolved. If you are still having a problem purchasing or downloading DLC, this this: Open up the folder My Documents\\\\\\\\bioware\\\\\\\\Dragon Age\\\\\\\\Settings and delete the offers.xml file.

If you have downloads that are stuck, run the configuration utility found in the Dragon Age launcher and click the "Repair" button on the left. Next, click the "Clear download cache" button.

Hello,

I purchased Return to Ostagar from online EA store. I followed the steps above which were mentioned by Victor and it still does not work. After downloading the content, it gives error "install failed". I also contacted Dragon Age EA support regarding the issue. I got a reply about how to install the game if I am having installation issues. I guess whoever read my message did not read it properly and did not see the screenshot I had attached.

When i try to download Return to Ostagar i receive the following message "sorry, your request could not be completed at this time, please try again". I've been trying since 26th February. The issue of registering Promo Codes have been solved but this one still doesn't.

That does the trick, thx for your help. Still amazed how that could happen. Downloaded Stone Prisoner, Blood Dragon Armor and that Dagger at the same time. Dagger worked , Blood Dragon Armor didn't, and for the Stone Prisoner, worked fine til i talked to the merchant on the pass. Then suddenly the download was unauthorized and i couldn't move on to Honnleath.  But after i restarted everything is currently working, so again thx for your help.

Does that mean if have to restart that manually after every restart?

I'm not sure if this is the same problem, but I bought the Deluxe yesterday. It took ALL DAY to download. Started playing today. I'm not sure if I've got what I'm supposed to have or not because when I click DLC in game, it shows a list to buy the content that I already have bought. When I click MY DLC tab, it's empty. When I came here and tried to use the 2 (Why 2?!?!) keys they gave me from Steam, neither is valid for this game. So....I must be missing something somewhere? Are there more codes for the armor, staff, companion, content that I paid for that I didn't seem to get?

UGH!!!!!!!!!

I have a bit of a dilemma. I live in a rural community that does not yet have access to high-speed internet and am thus relegated to dial-up. This makes DLC rather frustrating, and to top it off I purchased the collector's edition of the game and so the extras are not available to me since I can't even log in to the servers for some reason. Is there any plans to make DLC available for download from an account page on Bioware's website so that we can download an installer somewhere else and install it on our own computer upon returning home?

Hallo all

I bought the points for Stone prisoner DLC and then used them to buy the DLC on the website. I have the receipts for making these purchases but I can't find any way to actually add the content to my game. When I log in with the actual game up I don't see any content in the "Downloadable Content" folder. I do however see that my pointtotal has been reduced. I've been looking around for possible fixes. Tried fixing the downloading cache, no good. Removed the XML.files from my settings folder but still no sign of my DLC package. Spent about an hour now trying to make this work, but still nothing. Really hope someone has a hint to help me out here

Cheers

There are multiple things that could be causing this, see the Redeemed DLC Troubleshooting FAQ for details on most of them.  As a first step make sure the Dragon Age Origins Content Update service is running before you launch the game.

1.) Press the windows key + R (or click Start and then RUN) and type in services.msc and press ENTER
2.) Locate the Dragon Age: Origins - Content Update in the list of services.
3.) Right click it and select START

Well i finally was able to install Return to Ostagar and avoid the message "sorry, your request could not be completed at this time, please try again".

The service was running and i tried the offers.xml fix. The only thing that worked was to completely unnistall the game and install everything again. Let's hope i don't have to do that everytime a new DLC is released.

I was actually able to access at one point all DLC and extra content in collector's version of game (Return to Ostagar, Shale, Warden's keep, Dragon Armor). I must have saved at one point when the server didn't recognize as having legit copies of these and now the location icons for Warden's keep and Ostagar are missing from world map (EA customer service tech said my save must be 'corrupt'."

I was able to access all of these areas before--still have quests showing up for Warden's keep but can't get to it. I can use Shale but I can no longer talk to her as game will softcrash. Dragon Armor shows up..one good thing.

EA customer service refunded my purchase of Ostagar but couldn't do anything to fix the issues. You may want to call them and at least get your money back.

Hopefully next patch will fix this....

New problem,

I was playing and I got a message that the servers could not be contacted. After that, I couldn't activate (right-click) anything in the game. I couldn't talk to people, I couldn't get loot from sparkling objects and I couldn't open doors. I saved and went back to the Main Menu and I was Logged Out. So I guess this game needs a constant online connection to  play.

Is this game really being controlled from servers from start to finish??

I had a similar disconnection error when I tried to load a map just a minute or two ago.  I was able to travel to camp, but then I got an error message that said I couldn't travel anywhere else.  I was able to reconnect and sign in, but now I can't load any of my save games since it says I'm supposed to log in as the owner of all of the downloadable content and the game itself, which is pretty vexing considering I'm the owner of the content, and the content is tied to this account!

If you are having problems connecting to the servers turn off "Always log in me in" and then log out, and just play logged out. You should still be able to access all your DLC if everything has been authorized properly..

Define "authorized properly" because we have been having trouble with the DLC and not being able to log in to the servers.

Also, why would logging out of the servers make the game you are currently playing, unplayable? Does the game request permission every time I right click on something?

"Authorized properly" means that that you have logged in at least once successfully with the DLC installed, and had it authorized, and that fact has been saved correctly on your machine. Sometimes that authorization state doesn't appear to get saved correctly, so its good to verify that everything is working correctly when you're logged out. (Rather then waiting to try it when the server is completely toast.)

The game doesn't always appear to handle it very well if you're logged in and the server goes away while you're playing. That's why if the server response is spotty, and causing you problems its best to actively log out and just play that way, and see if that helps things.
