My warden set is currently at tier4. I got it around level 12 ish or so. I'm on a PC, so I've sold it to the vendor, and closed the trade. Then went back and it was still Tier4. Closed the trade and left the area. Came back and still Tier 4. Closed the game and restarted, same. I've also levelled 4 more levels in the meantime and went back. It's still Tier4. 

Is it random?

no it isnt random, vendors keep the good you sell to them and you need to more specific with the armour sets your using and what you want instead of the tier 4 set

Right now Im using the Dragonbone level Legion of the Dead set. I'd like to get the WC set ideally to Dragonbone. Thank you for your time

Not all npc merchants upgrade items when you sell to them, try the smith at the wardens keep, sell him your items leave the area and return.

Yes, I'm using Wade at Warden's keep. But thank you for the suggestion. This is vexing me!

You meaning Levi or Mikhael Dryden right?

Just to make sure, we are talking about the Warden Commanders Set right?
I just tried it, mine was still  veridium, i sold the armor to Levi and the boots and gloves to Mikhael, went int the camp and returned. I am level 13 at the moment and i got the armor and gloves back as silverite and the boots were dragonbone.

Sorry- I just finished wade's set-so he was on my mind. I went to the Blacksmith in Soldier's Peak. (The one who greets you as "warden"). I'll try again using the other vendor and see if I have more luck. Thank you, and I apologize for being confusing.

Well I just tried it again. I sold the WC plate chest to Levi, exited Soldier's Peak to camp, and then went back to SP. Still Veridium. I guess Im just broken :/

I tried him too. He was the first one. The funny thing is everything else he is selling (for the most part) is Dragonbone. Except this set.

Hmmm ok one last thing you could try, what level are you know, 16+ right? You sold the set pretty early and continued leveling after that correct?

Try buying the set, sell it know with level 16+ go to camp and return right away, i am really curious what's going to happen ^^

Maybe you sold it early on, returned in between and because of that it doesn't get upgraded past that point, only reason i can think of.

Yup, tried as you said. I sold it earlier in the game-but still beyond Veridium level. I have returned to soldier's peak in the interim to use the storage chests. I guess Im just broken.

Thanks for all your help. I'll just make sure not to go to Soldier's Peak so early next time.

 Here is an oddness. 
I loaded another character up - and did RTO with her. I still had my red steel warden set from this character's run through. I went and sold both Cailan's set and the Warden's set. Left and came back. 

Cailan's set was now Dragonbone. 
Warden's set was Veridium?!

Perhaps if you tried the disabling/enabling DLC trick? It definitely sounds like something bugged out with that set and it wont upgrade, seeing as you're able to upgrade other things. I usually do WK straight after Lothering and get the Commander set at Tier 3. But no problems upgrading it. I hope you find a way!

What is this trick? Or is it just disable the dlc and then re-enable? Are there any other steps?

I believe you disable it, load your game, save it, exit, re-enable, load the new save and hopefully that squashes the bug. I haven't had occasion to try it myself but I've seen it recommended elsewhere on the forum for problems involving DLC quests and items.

Hrm-that's completely broken me-I think. I have Levi back in the party-but the keep is entirely empty. I got notification that the quest completed...but no way to get Levi to acknowledge that fact.

er yeah - now I've lost the DLC alltogether. great. Im not paying again for it.

Hrm... well, it's associated with your account, you shouldn't have to pay for it again. Sorry my advice steered you down the wrong path. Can you revert to a save prior to fiddling with the DLC?

No-because the DLC is gone entirely. It says I have already purchased it-but gives no option to re-download.

ok thats just WTF worthy iv never had this much trouble with Wardens keep and I *have* had to uninstall it before dew to annoying glitches

could it be in a Download folder or something?

also im Sorry what I sugged caused to DLC to just vanish
