I know this may sound stupid but i downloaded the Cerberus DLC:s / Mods or whatever i installed them and then what ? How do i get them in game ? Im totally confused....
How do i get the DLC:s in game ?

Well when you have control of the Normandy, they will be available via weapon locker and armor is in the captain cabin.

They should show up at the proper points. For example, the Collector armor is in the Armor Change station (same w/ Blood Dragon Armor and Cerebrus Assault Armor), weapons will be in the Weapon Change Station on the Normandy I believe.
Normandy Crash Site DLC is a planet exploration mission you can find on the galaxy map.
All of the DLC appears where it is logical for them to be (in this game at least - since you don't loot weapons and armor you go to your locker rather than buying/looting them as in ME 1/other bioware games).
