P.S. My brother (who lives in my basement) has Mass Effect 2. So I think it used the code without telling me thinking it would work on both games, two different accounts. So that may be the problem.

When I tried to download it, the system told me the code was already in use. I made sure I entered it in correctly. Is there a way for me to get a new code?

Check your http://social.biowar...ntitlements.php page, just to check whether it got redeemed to your account or not. (Sometimes the redemption process throws an error message and it still works).
But if he redeemed the code on his account it won't work on yours.
Probably your only recourse is contact EA Support/
