I am at about lvl 13 and haven't completed any main quests, instead roaming around trying to avoid being a Warden while gathering my party.
I didnt care for Shale as my tank, Allistair is going to hate me, Sten isn't too fond of me either it seems...
1) I could try to get the dwarf... is he evil?
2) Is there any way to get to Loghain and recruit hiim before finnishing a main questline such as the mages tower? Is he evil evil once you get him?

None of the companions are evil. And why not use Alistair as your tank? He's fine, even at -100 hostile. And no, you can't get Loghain until much later in the game.

Turning Sten or Oghren into a tank is going to be much more difficult than using Alistair or Shale, and neither of them are 'evil' anyway. As said, there's really nothing wrong with having Alistair at -100. He won't leave you, and at that point it doesn't matter what he approves or disapproves of. If you're looking at picking up Loghain anyway, then Alistair's approval matters even less.

Unless it's your goal to acquire an entire team of morally inverted companions, having one party member that isn't of the same 'alignment' as you isn't such a game-breaking idea. It'd further emphasize how far your character will go by offering a stark contrast of ideals. Alistair is the perfect tank for this, as his character is quite neutral/good, and his extremely opinionated dialogue generates some nicely appropriate hate required for any villainous Warden.
Oghren isn't exactly suited for a tank, especially in your circumstance. At level 13, you're going to find that he's too deep in the damage-dealing niche to stand any chance of surviving more than two or three enemies on him at once. That aside, he's largely neutral anyway. The only 'evil' thing about him is how he doesn't really give a dook about what you do so long as it doesn't impede his personal agenda, which doesn't exist.

Nobody's really evil. Some are morally flexible but that's about as far as it goes. Loghain isn't evil either - he's just ruthless and single-minded. If you recruit him he turns out to be a pretty reasonable chap (if you aren't a complete ass to him). You can't get him before Landsmeet, though, and you need to have done all the main quests (mage tower, Redcliffe, Orzammar and the Dalish/werewolf quest) to get to Landsmeet. At best you'll have him for a few smaller quests (and maybe the DLCs if you have them - he's worth taking to RtO if you've only done it with Alistair before) and the endgame.
Of course, you can always give Alistair the Reaver spec when he's due for his second specialisation. Won't make him evil, but it's an interesting skill.

Heh, without saying what happened, there was the time I took Alistair (at -100 hostile), Leliana (at 100 love) and Wynne (at 100 friendly) to Andestre's temple and, um, sided with Kolgrim. It was quite interesting, for sure!

In all honesty, the best way to go about turning your companions is to just be a complete jackass to them. They won't be the diabolical minions you envision, but you can be damn sure they'll want to rip someone's spine out by the end of the game.
