When I talk to Liara for the first time, at the end of the conversation, the game becomes VERY dark, almost totally black. I can still move, open the map (which I can see clearly, like the inventory or the character details), the menu, ... But the world looks like all lights have been switched off. If I push the brightness of my screen to 100%, I can see my character moving around, and pass through the objects near Liara.
When I save the game and reload, the light comes back, but if I talk to Liara again, same bug. I reinstalled the game and nothing changed. Also, I updated the drivers to the 196.21 (I have a 8800GT), and I run Win7 x64. There is no third party app running when I start a game.
I've searched for hours to find a solution, but nobody seems to have the same issue.
If someone can help help, it'd be really great ! I'm stuck and it's getting really frustrating...

Interesting. I get this very same bug on the Citadel when doing the window/balcony conversation on the wards with Kaidan & Ashley. There, of course, it's a strictly one-time deal, and I've never had this happen talking to Liara.
I've never figured out how to do solve it, I'm afraid. (XP, Athlon 64 x2 4050e, Radeon HD 4770, 2 GB RAM, multiple Catalyst 9.x drivers)

Same problem with the asley/kaiden scene on the wards, I used the transit by the med clinic to "flush" the loaded memory and the cutscene played fine. I tried it twice on the same saves, both times, no transit gave me blacked out screen, transit then observe went straight to dialogue with no problems

I've had a similar issue but in ME2 would you believe. I'm afraid I can't offer any advice though.
