i was wondering which is truely better?

weapon buffs tend to give an occasional dice roll of damage similar to DnD, while armor penetration (atleast when i checked) added 10 to your armor penetration, so which is the best buff to use?

Depends on what you are fighting. For heavily armored foes, armor penetration probably helps more. For lightly armored foes your weapons probably already overcome most (if not all) of their armor, so more penetration adds very little to overall damage meaning the weapon buff is probably better.
