It's EA P.R, and Dr Pepper/Seven Up, Inc that you would need to get with, not Bioware Developers.
the DLC was designed by, and Payed for by Dr Pepper/Seven Up, Inc.. not the other way around.

It usually has something to do with Canadian laws that prevent it from crossing the boarder.

im not quite sure , if it was only laws there would be other countries that could have those things but it s restricted to only people from the US (true that you can lie on the filling form and still get them)

It's the coolness law from 1974, also known as "The Fonz"
Restricts all cool things to the US, sorry

to my knowledge Dr Pepper/Seven Up, Inc ( who is who payed EA to make the DLC to start with) tends to run these things limited to the U.S ( hence the Zip Code tracking) as a way of doing market research on consumer habits just as much as they try to use it to drive sales as well.
so really this was a stunt for Dr Pepper/Seven Up, Inc 's benifit, EA gets very little out of it, Bioware as a whole gets even less.
