I know that most prefer Heavy Warp for Shepard because of the increased damage, but what about for squad mates? The squad mate version of Unstable Warp's cooldown is reduced from 12s to 9s. Therefore, it seems like Unstable Warp is the way to go for squad mates. Am I missing something here?

Generally, I prefer to pick the evolution with the lowest cooldown for squadmates. The damage difference is minimal though you should consider what class Shepard is. If you can setup your own detonations, heavy warp on teammates is not a bad option.

Unstable warp has lower damage, but because of the reduced cooldown, has more overall DPS. Combine that with the increased radius, and it's no contest. Unstable warp all the way.

Also note that pulls of your teammates are 9 sec CD. Meaning you can synchronize Warp Explosions easier with Unstable Warp.
So yeah, for squaddies, Unstable all the way. The frontloaded damage of Heavy Warp doesn't matter much in Insanity when you can't insta-kill even minions with Warp Explosions when they're at full health.
