Regarding the Geth: In ME1, Tali definitively states that the Geth were not designed as true AIs, but as VIs. The implication, confirmed in ME2 by Legion, was that the size the network led to the Geth accidentally developing true AI. They were not designed as such. The Codex entry addressing the Geth as "a synthetic race of networked AIs" is a description of the current Geth, not a comment on their origins, unless we assume both Tali and Legion don't know the Geth's true history, which would be, to borrow a phrase from Mr. Croshaw, pants-on-head retarded.
