Because being a hermaphrodite doesn't necessarily mean that he swings both ways.  As most hermaphrodites often choose a particular gender 'to be', he obviously chose to be a lesbian woman, he's just not any good at the woman part.

No, female salarians actually hold all of the political power in salarian space; for some cultural reason very few females are born and they're raised to be the heads of clans or some other position of power. It's actually kind of a snub from the salarians to have a male on the Citadel Council.

Well then I would say the Salarians have a sexist society.  Wouldn't you agree with that The Angry One?

It depends, genuine rarity clouds the issue somewhat.
But if they're really the leaders, then why isn't the Salarian Councillor female?
