I have a number of Bioware points that I have gained from my achievements in the game. Can they be used to download game add-ons like Soldier's Peak? And how do I get it to work?

Achievement points can only be used to increase your bragging rights and status with people who care about that stuff. It has absolutely no use at all. You have to buy Bioware points.
