Grey Warden's have the rite of conscription only because Maric reaffirmed that right. The regent took that right away when he outlawed Grey Wardens, so I don't see it as a plot oversight. The priestess is probably right when she believes it would make trouble for them and its completely in line with the way everyone else in Lothering acts, no one is out to expose you, but they won't openly help you either with the obvious exception being Leliana. Loghain nixed the Rite of Conscription in Ferelden that's why you can't use it to get Sten.
But I definatly would have liked to use it...in Awakening maybe.
Sten glitch or plot oversight?
