You can flirt but you need to actually go through with committing to the new relationship, i.e. getting the cut scene before going through the Omega 4 relay and decide that yes you want to get it on. Also, being as flirty as you want and ending up up with being able to have kelly come up to your quarters only counts as a fling.

NOOOOOOOOOOO!!!!!! Don't say that, it isn't true, she wouldn't leave Shep for some lowly Drell, and if she did, screw finding a cure and Thane goes into the tubes in everyone of my play throughs.

Flirting with the squadmates is fun but there is a line you shouldn't cross. Any explicit reference to "the deed" should be turned down, of course, but it's not always obvious (especially the paragon Jack dialogue). The line between close friends and romantic involvement is sometimes very thin. My advice is, save your game before every "personal" discussion, then check on your cabin after every "flirty" line. If your LI picture is face down on the desk, you've crossed the line and should rethink your conversation choice.
It may sound like you're cheating with the dialogue but the squadmate relationships are all well worth exploring.

... it means you stayed faithful.
Characters do seem to assume you want them if you're just being nice to them, something I would say is an ever so slight flaw with the game. Once the picture frame is face down, apparently you're a cheater.

Here's a good rule to follow for LIs and getting caught in a relationship without knowing it.
You cannot get into any LI dialog unless you first complete that particular character's Loyalty quest. So you can freely talk to them without getting into trouble, although they wont really have much to say to you.
Now after you complete the loyalty quest, you can then get into one more dialog with that character to close out the loyalty mission. After that you have to stop. If you continue after this point, you trigger the romance options and could potentially get into a relationship without knowing it if you're not paying close attention to the dialog options.
So to break it down:
Safe: All dialog options pre-loyalty mission and one (1) dialog option after mission is complete.
Not Safe: All other dialog options after the above point.
You can still speak to the characters and just pick the "friends" options but sometimes they're not so easy to distinguish. If you're that worried then just avoid speaking with those characters after the safe point.
