Does that mean it will only crit if the target is bleeding, or it is just an auto crit if the target is bleeding, and regular chances to crit or backstab will still apply?
Rogues aren't underpowered at all as is, just a little boring other than placing yourself behind the critters. There is rarely a reason to use anything but auto attack under momentum, as losing backstabs and crits to activated skills is never something you do for a dps increase.

I would think they are for both. Bioware isn't likely to change now. Why do extra work for class specific trees, when they can get double duty for the same work. Not to mention the release talents actually look like fun upgrades for a warrior, but still kinda lackluster for any rogue player that takes care to be behind his opponents.

I agree. Judging by this description, it looks as if the 4 new named combat talents (Twin Strikes, Low Blow, Heartseeker and Unending Flurry) are all based around single-target DPS, which is precisely what the rogue does not need. I also fail to see how Heartseeker is an improvement over using Quiet Death.

Legionnaire Scout in the descriptions so far seems to be more based around melee combat and bringing rogue close to warrior.

That is what I was getting at, everything is activated attacks likely for bad buy facing you.
If a dev every read this, I'd would ask if you regret building in the caveat of no crits and back stab possibilities on all of the activated skills. Likely too far baked into the sytem to ever change. It is a shame. They really do ruin entire skill lines of cool looking skills for the rogue types. No rogue would ever stand in front of a target and not want to crit, unless it was some wierd role play angle.

What really excites me about the skill is in its description. The part about having other skills such as low blow and twin strikes effect how unending flurry works is really cool. I am hoping they add a lot more of this kind of thing to both warriors and rogues. I think it goes a long way towards making them more interesting to play.

I never liked rouges but i'd rather be one than trust a dwarf ( they need a different structure they look strange ) or a strange orlesean hating ninja or whatever the shadow is. Unending flurry is strange but a rouge with these skills would be very tactical and i am a great mage tactician.

Hooray! The first Warden I played is a rogue archer, so I look forward to the new abilities. I hope we're also getting a great bow or two and some new light armor.
I'm also curious about whether Heartseeker works with archery, or only with melee weapons? Not that I I'll need it; Arrow of Slaying usually gets the job done.
