You see him at what is basically his office, it is to expected that he works from a desk/chair, but considering he isn'y even remotely a whale, he does something. As for the smoking I doubt it would matter to a group with the tech to resurrect someone

because you never actually see his cigarettes burn down " or even ash for that matter" I say he smokes a variant of a electric cigarette ( Which we DO have now as an alternitive) ...like Blu or something, so it's just a light, and the smoke is nothing more than nicotine loaded water vapor.

I mean seriously, that thing never burns down, never ashes, and has that odd conical tip to it...

i think that might just be a result of poor cigarette animations, apparently it's hard to do that in games

It's also based on Prothean Tech! Those Protheans sure loved their cigs they didn't even notice the Reapers until they started firing their giant red beams of doom.

Do not know if anyone else has noticed, but flying a round the galaxy pissing off alien races, mercs and underworld bosses, is not a very healthy lifestyle either. Not counting the gunfire.
