Weak argument. No one not using the cheat console will have that armor or those weapons in the beginning of their first playthrough. The gear mod system in ME1 allowed players to dynamically strategize how they equip their Shepard and squad for every situation, including specialized ammo (should not be a "power"). ME is not a real time tactical shooter. Hence the Power Wheel, equally accessible in ME1 and 2.

"Using the best armor you can find" is a lot better than using the same armor throughout the entire game, which is what players do in ME2 if you exclude DLC and exclusive armor. The weapons didn't behave exactly the same in ME1, and no, Chemical VII was not the best overall ammo in the game. Go back and play ME1. Idiots like you screwed up this series. All you did was put on the best armor and weapons you could find. There was no variance, there was no debate on what was better. Once you could afford the Spectre VII's, that's all you used(unless you like intentionally hindering yourself). Same with Collosus armor. The second you got it, you used it.
Mods didn't really vary much either. For weapons, you either put in Heat Sinks/Frictionless, or Scram Rails. The weapons all behaved exactly the same with some having more or less damage. At least the ones in ME2 have some variation in performance. Some have different firing settings, dramatic difference in firepower, etc. Even Ammo's, look at the Chemical Rounds. They offer the biggest damage increase over every other round. Chemical VII's are the best rounds you can use overall.
Not being able to change your equipment on the fly is just as good for immersion as it is for streamlining the combat. No enemy is going to stand there and wait while you change your armor or mods. ME is meant to be played largely in real-time, hence the ability to hotkey almost all of your abilities(much easier on PC). It's not meant for you to pause every fight and issue a round of orders, wait a second, then repeat. That's what games like DA:O are for, and personally I prefer playing out real-time combat in real-time.
