I have been trying all day to connect from my xbox. I am get a cannot connect or time out error. Everything else for my xbox live account seems to be working. What can I do to fix this? I have had this game for over a month and I have never had a problem like this before.

Maintance or a screw up on their side. Don't worry about it, if it impairs your gameplay, unplug the ethernet cable to play without interuption.

I am worried that it is a problem that is exclusive to my hardware of software, if so it will be a lot harder to identify or correct.

It is not affecting my game play right now, but if the problem persists then I will not be able to access any DLC or updates from my xbox.

Thank you for your input. I will give it a day and see if it continues. If it still does not connect tomorrow, I will contact support.

It should clear up, your internet provider might be having problems, don't worry about DLC, none coming out till the end of the month.

I managed to correct the issue without contacting support. It did, however, take some time scouring EA’s support website and trying several different solutions before I finally fixed it. I will do a short write up here in the off chance that some else has the same problem and finds their way here. Maybe this will at least save them some time.
 
The Issue:
Suddenly, when starting the game the Cerberus Network would not connect. I had the game for a month already and I had never had a problem before when logging into the Cerberus Network. No matter how many times I tried it just would not connect. My Xbox Live was working fine and there were no other network problems anywhere in my home network or ISP.

After extensively searching through the EA support pages I came across the page listed above. This page was not actually related to anything for Mass Effect 2 but just connecting to Xbox Live and the EA network in general.
 
I tried steps 1, 2 and 4 first with no success. I never tried steps 5 or 6.
 
Solution:
Originally when I tried to change the time on my Xbox as listed in step 3 the area to make the change was grayed out. It was not until after I logged out of Xbox Live that I was able to change the time. I noticed that the time was 7 minutes fast, but it did not really seem to be important at the time. When I set the time to the correct time and the date back to 2005 I restarted my Xbox360. When it rebooted it automatically adjusted the date back to 2010 but it did not change the time back to 7 minutes ahead. When I logged started Mass Effect 2, I was prompted to run an update on for the game. After I ran the update, everything connected normally and it was working properly again.
 
It seems kind of strange that a changing my system clock did the trick but it is working again. Hope this helps someone else someday and saves them from having to run all this down on their own.

ANSWER

Below, you can find a troubleshooting guide to help you resolve any issues you might have with online game play on the Xbox 360 console. We recommend following each step in order, for better troubleshooting.
Step 1
If you are using a wireless connection to access the Internet on your Xbox 360 console, try connecting directly to your Cable or DSL modem. If you are using a router, check to make sure that the router you are using is officially supported by Xbox Live.
Step 2
If your DSL or Cable modem connects directly to your Xbox already, try power cycling the modem itself. This means unplugging the modem from the wall, waiting one or more minutes and then plugging it back in. Restart the system and try again.
Step 3
If the two steps above did not solve your issue, you will also want to try to reset the Xbox 360 clock by performing the steps listed below:
  • Press the Xbox Guide button on the controller to enter the Dashboard.
  • Sign out of Xbox Live by pressing the X button.
  • Select the System blade.
  • Select Console Settings and press the A button.
  • Select Clock and press the A button.
  • Change the date to 11/15/2005 and press the A button to accept.
Step 4
Corrupt files that are stored in your cache can also conflict with connecting to online servers.
To clear your console's cache:
  • From the Dashboard, click on My Xbox.
  • Select System Settings.
  • Select Memory.
  • Press Y to select Device Options, then Clear System Cache.
  • Reboot your console.
Step 5
If clearing your cache did not solve the connection issues, you will want to clear your saved games files next. Corrupted saved game files or rosters can sometimes interfere with your online connection. To remove saved game files or roster updates follow the steps below:
  • Start your console with the game disc out so it launches into the Xbox Dashboard.
  • Select the System blade.  
  • Select Memory and press the A button.
  • Select Games and press the A button.
  • Select the EA title and press the A button.
  • Delete all saved game files for that EA title.
After following these steps launch your game again and try to go online.
Step 6
If all the steps below did not solve your issues, check to make sure that the ports specific to Xbox Live are opened up on your Internet Service Provider's end. These are the ports that need to be open in both incoming and outgoing directions:
  • UDP Ports: 88 & 3074
  • TCP Port: 3074
We recommend contacting your Internet Service Provider or Router/Modem manufacturer for information on how to open ports, or make adjustments to your home network.

Do you have to be signed in to XBL to play the DLC even after downloading it? I don't have internet connection to my x box at the moment. I tried to play the DLC but nothing showed up.

First off: THANK YOU for posting this, it saved me a lot of time!

Second, working as a systems engineer I just wanted to comment on this remark... it's actually quite common to factor in date/time for authenticating client:server connections.  As such, most computer domains actually have a "time server" (or two) that tells all other systems what to set their time to.  Worst-case scenario: with too much time drift, the server can refuse the connection requested by the client.
