You do not need Wynne, Morrigan or Jowan if your PC is a mage and you have already cleared Kinloch Hold and sided with the mages.

I bolded the important part. If you did not do the circle first, you would not have gotten the opportunity to save Conner even as a mage without Jowan. The option to save Conner simply does not come up.

I agree, jeez Rob, it is not that important. Polaris is just answering a question for me. He isn't attacking you, he's just making sure you don't screw up my game by telling me the wrong info. There's no reason to be snarky.

There's hidden requirements for every bit of dialogue and every option in this game. If you don't do it, not like what it gives you, figure it out and reload if you can. Figure out the system that gets you what you want.
As far as my comment goes, I'll retract it. But, don't get butt-hurt at snide remarks. It's unattractive.

I: Please! Connor’s not responsible for this! There must be some way we can save him!
PC: I see no way this can end happily.
M: Clearly, the child is an abomination. There is only one way to stop it.
I: He is not always the demon you saw. Connor is still inside him, and sometimes he breaks through. Please, I just want to protect him!
T: Isn’t that what started this? You hired the mage to teach Connor in secret… to protect him.
I: If they discovered Connor had magic, then they’d take him away! I thought if he learned just enough to hide it, then…
PC: What are our options?
A: I wouldn’t normally suggest slaying a child, but… he’s an abomination. I’m not sure there’s any choice.
I: No! What… what about the mage? He could know something of this demon! If he still lives, we could speak to him!
PC: No, you can’t. He’s gone.
I: Gone? What do you mean, gone? Is he dead?
PC: What does it matter? He cannot help us.
I: Can we do nothing else?
M: Killing the child is the quickest course, but to say there is nothing else possible would be a lie. We can confront the demon in the Fade, though not easily.
T: What do you mean? The demon is within Connor, is it not?
M: No, it lies in the Fade and controls the boy from there. We can follow that connection, however, and do battle with its true form.
I: So you can enter the Fade? And kill the demon without hurting my boy?
M: Possible to, yes. Able to, perhaps not. Entering the Fade required lyrium as well as numerous mages to perform the ritual.
I: Neither of which we have. I… understand. Can we do nothing else?
PC: There must be another way to enter the Fade.
A: You can find lyrium and more mages at the Circle of Magi – if they would even do it.
PC: The Circle tower is not far from here.
A: That is an excellent point. One of the treaties is also for the Circle of Magi, after all.
T: The tower is about a day’s journey across the lake. You could attempt to get the mages’ help.
I: But what will happen here? Connor will not remain passive forever!
PC: I will take that chance.
T: Go to the tower quickly, then. The longer you are away, the greater the chances of disaster.

Yes, it does. I've played through multiple times, with PC mage as the sole mage in the party, with and without Alistair in the party, and with Morrigan or Wyne as the sole mage. Here's what I've learned:
If Morrigan is the sole mage, when you ask about options for dealing with Connor, Morrigan will mention Connor's demon can be confronted in the Fade.
If Wynne is the sole mage, she'll do the same.
If your PC is the sole mage, Teagan will cue you to do the same.
If you have more than one mage in the party, the other mage's dialog always takes precedence over the PC mage's.
At this point, if Alistair is in the party, he'll mention you can find lyrium and more mages at the Tower. Otherwise, Teagan mentions the Tower is close by.
It is not necessary to have completed the Broken Circle questline to get the above, and you can leave Jowan completely out of the loop.
