Textures Gone Wild!

I get weird shimmering behavior with my ter_grass03 texture in this level, with shimmering whites and purples.  I suspect it has something to do with the specular level of the texture.  I've fiddled with the tiling, thinking I had set tiling too high, but it still behaves this way in the area editor and in game (it looks fine in the level editor).  I've also used this texture in other areas with no problem.  Just by glancing at the picture above, can anyone tell what's happening?

I can't see your settings with the resolution of that image, but are you saying that you have a specular map texture set in your palette? I only use diffuse and normal maps for my terrain textures because I was under the impression that the others are not supported right now, but I could be wrong there.
