They all just started to mass produce heat sink's. They noticed the problem that they could sell a weapon and armor and then the person never bought anything else from them, so they made the weapon's with inferior tech, came up with some stupid geth tech excuse, and then could sell heat sink's out the ass. Best part about it is, the crappier they made the heat sink's, the more money they made.
they also air dropped those weapons needing heat sinks and zilions of heat sinks with a manual on all the planets in the galaxy so the planet where Jacob's father had a bunch too
