Well most of the humans in the game are white. Why not make him black to even the scale here? I'm serious. obama is black, TIM should be black.

As I previously mentioned, there is a specific Turian that has concluded that all humans have a natural tendency to harbor prejudiced attitudes and portray discriminatory behaviors toward other species.

This is not necessarily true, of course. The Illusive Man underwent multiple facial reconstructions to give him the appearance of a celebrity. It is unknown if his skin is its natural color.
