Yeah that's a page not a pictue., you need to link like...the image from it.
Like say,
Seect Horatio, then right click and "save image location". Paste that link here and put {img} {/img} around it.
{img}http://fc03.deviantart.net/fs70/f/2010/131/7/4/Mass_Effect_CSI_dialogue_wheel_by_Buggirl70.png{/img}
Of course replacing the { with [
